OSS based on E-Goverment Monitoring System in Aceh

Abstract

The commitment of Indonesian Government for using Information and Communication Technology in public services sector had been initiated by Inpres no 3 Tahun 2003. One of important aspect to considered in developing e-government in Indonesia is the use of legal software. A letter from MenPAN about Legal Use of Software in every software which is used by state institutions should use Open Source Software (OSS) as a choice. One of department which wish to develop e-goverment in the government is P2KA (Pengendalian dan Percepatan Kegiatan APBA) Aceh. P2KA has a manual monitoring system and needs to migrate into automatic system based on web based application. P2KA decided to use OSS applications. One of the reasons to use OSS is because of cost efficiency. Moreover, it follows development standard in Indonesia. This system is still on going and so far it is not causing performance decrease of the system.
